As Google Police reported, users of Google Photos can now manually tag the people in the pictures. The service has long been able to add tags automatically to help users manage their libraries. However, as the system is not optimal, it misses sometimes, and there was no way you can correct it yourself, until recently. Now, you can add all of the faces Google has missed.

Basically, you can add faces now, but here is the caveat; you can only do so if Google determines that there are faces in the photos in the first place. So here is an explanation, you can only tag someone if Google can identify a face; otherwise, the new function will be rendered useless.
While there are still shortcomings, it is still a welcoming new addition. As Google Photos has the tendency not to recognize someone when they turned away or obscured somehow, this is exactly why you will appreciate having the ability to tag people manually. This new function is part of the latest rollout of the app, but it has not been available for all users yet, but it will eventually reach everyone.
Privacy-wise, if you turn the face grouping feature on, Google will scan photos to find faces automatically. According to Google, it will not share information across accounts, so if your face is recognized in your photos, it is not the case if you appear in other pictures of other accounts. Google definitely uses your face’s data to train its AI, but it assures that the information will not be shared anywhere else. It also said that if you turn off the face grouping feature, your models will be deleted.
