It is quite easy and straightforward to avoid this iOS 13 updates. You only need to turn off the Automatic Updates.

iOS-update-Settings — Heading to "Settings"

iOS-update-general — Then go to "General."

iOS-update-automatic-updates — If the setting for "Automatic Updates" is on.

iOS-update-automatic-updates-toggle — Then tap to turn it off. That will move the toggle to off (the left side, no longer green)
