From now on, if you want to buy a train ticket through IRCTC's online ticketing website, you must use newer OS including Windows Vista, 7, 8/8.1 or Windows 10.

Probably because back in November 2018, hackers have gathered information of more than 200,000 users on the website. The breach happened due to the poor security of the website.
