According to local media, during the Zoom call, Estil attempted to mute his side, thinking that the video had also been switched off. However, his colleagues could still see him, walking away from his computer and engage in an intimate act for several minutes.

Once he was done, Estil put on his pants and returned to the screen. A colleague reportedly recorded a video that has since then become viral on Philippine social media.

A petition has been filed by outraged residents against Estil and his female treasurer. According to the petition, the official as well as his staff member should be removed from their posts for misconduct.

In a statement, Jonathan Malaya, Philippines' interior spokesman said that the act was inappropriate and disturbing. He also stated that an investigation had already been conducted to look into the matter.

It was reported that the two officials involved in the incident already stepped down from their positions.
