Twitter is having difficulty maintaining likes from abusive accounts, as well as hate-posters. Keep in mind that Twitter is not the platform with only bad content, and Twitter is developing a new account called "Twitter Retweets" in order to scrounge the platform and repost the best tweets.

While it is a good idea to honor the best tweets in different locations, this movement off Twitter can also indicate how responsible the account has been doing to give credits to the posts with originality.
The problem faced by Twitter now is that accounts that currently copy tweets receive far more attention and interaction than original posts. And the account Retweets is making sure that it doesn't give credits to copied tweets, as the fact is that the tweets are retweeted by Twitter implies their recognition of the original publishments.
In addition to Twitter and its moderators retweeting the platform's best tweets, they are also trying to protect users from being abused by other accounts. There was a microblog that was harassed, given false information and taken advantage of by scammers, which is a signal that has not been much detected by the platform for a long time.
As stated by Chaim Gartenberg on The Verge, Twitter with its account in fact does not address any problem. It is just an action to redirect users towards the best things on it, instead of making them focus on negative things.
